I still think it's crazy that GW will most likely get the same punishments for his role in all of this as SP, or actually SP will have it worse with the fine and higher lost wages.

So, Goodell is basically saying that administering a program which - like they've stated numerous times - pays money to players if they are able to injure an opposing player, while also contributing money to the said program, is equally "bad" as trying to cover up the existence of such a program?!

That just doesn't seem right to me.

Exactly. I don't know why Goodell was more focused on punishing the Saints' franchise instead of the actual guy who brought the program to the team.
