Even if this is the intention of the rules, 15 yards seems like way too many yards. Maybe 5 and a first, but 15 seems retarded.
From what I understand the rule was revised this year. It used to be from the second tier. But they changed it to make it illegal to push no matter where you line up.

The patriots KNEW this and Belichick has admitted it.

My guess is it was thought of as one of those rules no one was going to enforce... until it was enforced...

I'm speaking more to having an official ruling to shut up the talking heads, but I know ESPN et al. will never give up the click bait. It is obvious that the Patriots practice this very thing, the same two people are on film multiple times in multiple games, and I'm sure many teams do it in game too. I'd just like to see an official (real, official, from the NFL) clarification and shut up at least a chunk of the critics.
