We really need to get an official clarification from the NFL about this rule, if it truly only applies to second level defenders, make it clear to ALL that is the case and eliminate/minimize confusion going forward.
Even if this is the intention of the rules, 15 yards seems like way too many yards. Maybe 5 and a first, but 15 seems retarded. |

The patriots KNEW this and Belichick has admitted it. My guess is it was thought of as one of those rules no one was going to enforce... until it was enforced... |

From what I understand the rule was revised this year. It used to be from the second tier. But they changed it to make it illegal to push no matter where you line up.
