I read this nonsense yesterday. It is no "report". It is one guy from Boston needing an article for his quota and giving a weak argument why he thinks Hill should be the starter instead of Winton. No where does he state that Payton actually plans to start Hill as the title and summary, most likely written by someone else, claims.
