It applies to a team or their representatives talking business with an individual or their representation while that individual is under contract with another franchise. Any player or coach or any other individual under contract by definition cannot be at fault under the rule.

Justice is served perfectly by having Ross and the Dolphins' franchise getting hit with the punishment. They are the only ones at fault. You should be happy those money grabbers got want they deserved.
