They could if they want to. The currently are sitting at $9.8 million over the cap. They have quite a few contracts, however, that can be restructured. Along with roster bonuses they use something called "option" bonuses. They work the same way. They can be converted to signing bonuses to free cap just like Loomis and Harley do for the Saints. It started out as a thread with Ceedy bad mouthing the Saints so it was Saints related.

He’s good, but not great or elite. He wants to be paid like the latter. He’s worth about $7.5m-$9.5m a year.
