I am more concerned than Florio with this new policy that would allow Goodell to suspend players for activities before they entered the league.

My first worry is that this might greatly expand Goodell's ability to pick favorites. He could sit on an investigation until the draft is over and then decide to let it pass with no suspension if the Cowboys take the player, or suspend them the entire year if the Saints take the same player. A lot of great players like Sapp, Moss, and Newton have come into the league with old stale college infractions that could have been borderline for some suspension, so having to evaluate those players as a front office who knows Goodell might be out to get you is a mess, and then your more favored division rival may get the same players picks later and trounce you.

Also, it could create a new market for inside information in the draft, say the Rams end up with the #1 overall pick and Caleb Williams and another QB are neck and neck, while some USC coaches notice Williams is always on the draft kings app and tip off the Rams, then leak the news that results indefinite suspension the day after the Rams pass on Williams in the draft and some other team trades up 3 1st round picks to get him at #2.

Also, I see nothing in the article mentioning a statute of limitations. Could the NFL go back and suspend Tyrann Mathieu and Tyreek Hill for things they did in college if Goodell felt like it?
