But I imagine they'll allow bonuses to be distributed, without counting against the cap up to a certain threshold. Or, an increased salary cap this year, which declines by a certain value each year, until it reaches the league norm after three or so years. Or a combination of both.

Regardless, it makes the year a really exciting opportunity. But put Venturi in control during this opportunity, and half the remaining population will commit suicide.
