Well tally.....I'll try to answer it for you. The deal is personnel. In order to run a 3-4 you need some of the biggest and fattest linemen you can find. You also need a set of linebackers that not only excel in run coverage but pass coverage as well. Having these types of players can also suit the 4-3 as well. So...If you have at least some of these components on your team...then I don't really see why you can't switch back and forth.
