The Times Picayune reports New Orleans Saints CB Dale Carter has completed his substance abuse treatment program and he has applied for reinstatement by the NFL. "He went through the treatment program with flying colors, from what I understand," coach Jim Haslett said. "I don't know where it's going from there."
