You have to also take into consideration Indy is even a smaller market city than New Orleans, not much of their celebrating will be aired, New Orleans gets the crown with partying and setting the bar on how other cities should do it and maintain it to keep it safe, but other cities celebrate, just not as hard as New Orleans does.

Other cities party by rioting, burning cars and buldings and looting. (L.A., Detroit). They could learn somthing about how its done from, not just New Orleans, but from the South in general.
