Yes the Dome is in New Orleans.. Atlanta calls their stadium a Dome, but it's not, it's an overgrown tent, it's made of the Same stuff that Mall of America Field in Minnesota is made of.. (Tent material) not cement, iron rods, rubber and insulation.
