We can all buy those cheap cell phones, register them in our names with 300 minutes each and mail them to a certain nameless person so that person can maintain contact with a nameless team.

I don't see how it couldn't work. If it was checked the numbers would be traced back to the owners not the nameless person. Or, we could all send a certain nameless person our personal phone numbers and he could talk freely with us about game plans etc which just might get leaked through Wikileaks to some other nameless person who could use that information.
