That is true because they aren't collecting paychecks! But they do take up a roster spot, they do not count on the active game roster though.

The Saints would free up more cap if Vilma was suspended then they would if they cut Vilma - a suspended player's base salary will not be counted towards the salary cap, only bonuses, which in Vilma's case would only amount to a $1.2M cap hit freeing up $5.4M in cap space.
