Not confusing at all.

The guy who incited the players is gone. Also, you'd think they'd learn their lesson after all the hoopla has gone down... ya think?

You assume there is one person driving this.... Bounty programs have been in place in the NFL since way before GW was a coach. It has been player driven for decades.

Yes but usually controlled by players and by word of mouth more or less ran like a typical office pool themselves... with the situation you can also assume that the league will address with every team that even this is illegal by the rule.
