The 9th ward is incapable of generating its own police force and municipalities so the bill failed.
If you ever look at a crime map of the City, 2 or 3 neighborhoods account for the majority of crime and murder.
Yeah, I think that it's like that in most major cities around the world. Even the capital of Finland, Helsinki with a population of 600K but with the surrounding suburbs about 1.1M as a greater Helsinki, is not a safe city to wander off to certain parts. And I can tell you that even though I've been to some really shady areas in f.e. New York and Washington during night - I'd rather take my chances there than in some parts of Helsinki.
