The last minute comes at the close of business on Monday, July 16, at which time the window closes on the ability of the team and the player to do a long-term deal, given the niceties of the franchise tag.

I totally believe that. He'll be in camp is the only thing I've heard from Vitt. Everything else is just miscommunication and speculation.
