Goodell needs to fight this in the court of public opinion. Gag orders aren't conducive to his fighting style. He's counting on people accepting what he says as gospel and that reporters won't go checking into the facts of the case as long as he keeps feeding them with enough words to fill their daily quotas for print.
When it doesn't happen, people start asking questions like "What ever happened to the other 49,880 pages of evidence Roger?" or "Is there anything else that might show that these players were funding a pool for injuring specific players like you said Roger?" or "What was it again that showed Vilma, Fujita, Smith or Hargrove specifically did... well anythng Roger?". When he doesn't answer, they might start thinking for themselves or checking the facts, which doesn't bode well for his case.
