Doesn't work like that. It does help for tiebreakers etc.
Division lead is also calculated by overall all win/loss, inter-conference wins (NFC or AFC), points allowed per game etc.

Check this out 2012 NFL Regular Season Divisional Standings - National Football League - ESPN
See NFC north where the Vikings have a better Division record than the Bears, but the Vikes are also in 3rd place behind the Bears.

Division record is one of a very long list of tiebreakers. But tiebreakers only come into play when all preceding ones are tied.

Overall record is the first tiebreaker.
