I sort of think part of their reasoning here is to show other teams that they're seriously not willing to part with him for less than about a 5. I don't know how much or even if this will affect our cap for this year. I suspect that even if it costs them a little more right now they're probably willing to absorb that in order to get more picks in a draft that is deep in a lot of areas.. and I do believe there are teams who would give a 5 for him.

... and is asking for the 2nd, whether you get it or not, yet another creative & subtle way of giving Goodell the finger? This poster thinks so,

... think about it, on NFL Draft Day 2013 ... "and for the xx-pick of the second round, the New Orleans Saints select xxxx" ... it would be the ultimate thumbing-of-the-nose at the Commish.
