The franchise tag period passed, so he would be a FA now if he had not signed it.

He signed it 4 days ago.
Kansas City Chiefs to move forward with Branden Albert - ESPN

So regardless of whether it was a FT or not, he is under contract. And that is luggage. From what I am reading the FT is looked at as salary and the new team takes the hit in a trade.
