Obviously if we cut/trade Harper for cap room, Vacarro steps in.

But if all 3 make the team, Harper stays at SS and Vacarro challenges Jenkins for the centerfield FS spot.

Cut Roman Harper immediately which would free up cap space we can use to pick up some pass rushers - like Shaun Phillips who was quite effective in San Diego and who has experience in 3-4.

I think Vacarro will take more time from Jenkins in the Free Safety spot. Harper's been good up around the line. Ryan likes the 46 defense or variations on it. Harper could fit in really well at the safety/linebacker spot.

That's all true but Jenkins doesn't seem to be any better. He seems to be only slightly better in coverage, a terrible tackler and lousy against the run.
If Spags were the DC again this year, I'd be surprised if Harper made it to training camp. But with Rob Ryan running the defense, I think Harpers ability to "lay the wood" on QBs and receivers crossing the middle will give him the edge in the safety competition. Just my opinion though, only time will tell.
