stupid penalties... who`s fault?

How many drives have we seen this year by our "powerhouse" offense killed by stupid penalties like illegal motion and false starts? .... I dont have the stats in front of me, but I`m sure we lead the league in that catagory..... Now, if you agree that there is a pattern of dumbassness here, then who actually is to blame?

A) the professional football player, that should know that penalties are just as costly as turnovers?
B) the coach, who has failed in making the team disciplined and sharp?
C) the QB, that has failed in leadership skills to make his team members accountable for acts of dumbassness?
D) All of the above?
