Something to take note of in the replay: he throws his arm AT Drew's neck/shoulder area first. Meaning, he was throwing it like he intended to hit whatever he could as hard as he could, outcome be damned.

If you watch it in slow motion, it's clearly a clothesline AND he could have easily just pulled him down or hit him square in the ribs (and broke them if he wanted to) and it would have been legal. But no, he throws a clothesline forearm to his head.
