Here's the skinny:

The Saints have played only 4 games outdoors this year... @Jets, NE, Chicago and TB.

In those, the Saints kicked off 23 times and there were 10 returns by the opponents, leaving 13 touchbacks for Hartley. I extracted the data by looking at the box scores for each of those 4 games.

Subtracting those from the totals you cited (42/64), that leaves Hartley's INDOORS touchback % at 78%... and not too surprising, a touchback % of only 56.5% outdoors.

Wind and temperature do matter.

Except. Hartley doesn't do the kickoffs.

I looked up game stats... not player stats. That's why the WHO doesn't matter.

I took the number of Saints scores in each out their 4 outdoor games and added 1 to it for their kickoff either at the start of the game or the start of the 3rd quarter. That's the number of Saints kickoffs for that game.

Next I looked at the opponents stats for the same game to see how many kickoff returns there were for that same game.

The difference between those numbers is the number of touch backs.
