I'm pretty sure I remember a story, where there was one time when Payton challenged the SPOT OF THE BALL, on a routine play, and everyone was like "huh? What is he doing?" It was just like a boring ordinary two yard run or something, and suddenly "New Orleans is challenging the spot of the ball." But what Payton was really up to was, he had noticed that one of the defenders was lining up with his hand in the neutral zone, he had been doing it all during the drive or all during the game. So Payton basically burned the challenge to chew out the ref, and made him go under the hood and look at the play, see the formation, and see the guy's hand in the neutral zone, and I want you to call it next time he does it. A couple of plays later, out came the flag, neutral zone infraction, first down Saints!
But more on topic, the other thing that won't work about challenges on personal fouls - the thing that the replay camera can't tell you is what somebody said. Some officials allow loads of loose smack talk, and others are like, good Biblical Christian men who run a tight military-style ship, you can't say anything on the field you wouldn't say in front of your momma. I thought the Strief call could maybe have been for something he said to the guy, or for something ELSE he did earlier, that wasn't visible in the replay. Sometimes officials will give a warning across the bow, or tell somebody to stop doing something, and if the player doesn't react the right way, out comes the flag.
