There's legitimate argument to be made either way.
The thing about Graham is, he really shouldn't be considered a TE. They don't bring him in on blocking downs and he only lines up tight on 1/3 of the plays he's in. |

If he's a TE he's top 3 at his position. If he's a receiver he's arguably top 15 top 20...maybe even worse. That boy ain't no WR just because he doesn't block well.
