I think it is more to do with personnel.

We need to upgrade our WR's to start. If Jimmy is the only one open then I'd throw to him to.

If Ingram starts to earn his 1st round ranking and becomes what he should become then teams would have to respect our run game.

Its not the play book so much as it is execution.

That supports the "there is a playbook and the players figure it out" theory.

I see it differently. Our Playbook is changed everytime there is a major weapon change. The playbook was overhauled from 2009 (Which won a SB) to work in favor of Jimmy Graham (Shockey never received that many targets), it is written with Drew in mind, it was changed to maximize Sproles's roll. Sproles is gone, new WR weapon added, Drews range, no longer an elite O-line... all need to be addressed in the play book.

The way you manage talent is by making the puzzle play to their strengths, not trying to force a piece into a different shaped hole. (see 2012 defense)

Perhaps not as many targets but this always has been a very heavy feature TE offense. Also you keep doing something until the other team comes up with a way to stop it. SB also feature a very successful run offense as well. When that goes away we have to open up and throw more hence more passes to TE's.
