I was wondering about that. Why was Notre Dame able to sign Charlie Weiss in week 14 , but NFL teams can\'t talk to coaches until the end of their respective team\'s season? Is it supposed to be a conflict of interest thing?

This is an \"apples and oranges\" thing. You can\'t talk to someone about a job in the NFL while you are under contract with the NFL while YOUR season is still on. BUT, you are not barred from talking to other areas of football. If Weis wanted to interview for the ND job, there is nothing the NFL can say to him. If you remember both Bunting and Zook went away during the season to coach at NC and Florida, respectively. Also, another coach left in mid season to coach the U of Oregon or Oregon State. He had been HC of the Chargers, I believe.
