Can someone explain this to me?

In Benson's proposal to the state, he outlined what needs to be done and built and remodeled for the Saints to be competitive financially in the NFL and increase revenue. So if his proposal outlined measures to increase revenue for the team, and the state has to pay for all of it per his proposal, why the hell does he wanna continue cash payments until 2020? Wasn't the point of the cash inducements that the Saints weren't financially viable because of the Superdome? So if it is remodeled, and all these extra facilites built, and that ould increase revenue for the team per his proposal, why would the state still have to pay the 23 mil yearly after 2010 until 2020? Does that seem fishy to anyone else?
