The way I understand the cap is only the top 53 salaries are calculated. So, when we have 80 players on the roster in the offseason about 30 of those salaries aren\'t being counted.
I\'m not sure what you mean by eligibility to be waived unless you\'re referring to who is likely to be waived. |

Top 51 salaries up until the first kickoff of the new season, then it changes to all 53, was my understanding. Then it drops down to the top 51 on the last day of February.
