Yes he is, and may just end up there unless he's pissed off and gets a PS offer with another team.

He should certainly end up on someones practice squad.

Probably good for SJB and not to bad for the Saints either. SJB gets a fresh start. And as with any practice squad player, if the Saints really got into a bind, they can sign him off the Lions PS and know they have someone who is familiar with their system.
