First time I can recall Baltimore wasn't awarded the most quantity and value in compensatory picks...

Personally, I wish they'd do away with them entirely and just go to a ten round draft...

Teams can start trading compensatory draft picks in 2017. Talk about stacking the deck for select clubs.

With Roger as the boss this turn into a mechanism to keep clubs in line.

Again, it's not arbitrary or subjective
Under the rules for compensatory draft selections, a team losing more or better compensatory free agents than it acquires in the previous year is eligible to receive compensatory draft picks.

Comp picks are a facet of the parity system. If a team loses 3 FA's without signing any, they get 3 picks in compensation.
