No, the Saints are no different than any other franchise. Initial practice squads are almost always made up of that team's training camp players. They are the players that the teams know the most about. Why throw away a player that you know can progress for an unknown cast off from another squad? It makes no sense and it is why it is rarely done. When it is done the team most likely has a prior connection to the player.
