But isn't there a prohibition when it's a parallel move (e.g. LBer coach to LBer coach?

Yes, unless they receive permission, but I listed two assistants the would be able to move upward.

Conspiracy theory, Dennis Allen future HC, Carmichael to OC, and someone like Nolan to DC?
