To make the process finite and somewhat easy to "score", I based it solely upon the draft.

I got that. And I just edited my post with what I was really asking:

How could the pro personnel part of the process be captured and scored? points for tagging the right player (or no tag applied). Points for choosing the right free agent? Points for predicting players to be released?

The reason is that by the draft, the Saints roster is going to be different than it is now. And that impacts the draft.

I'll get out the way now. And if Halo likes, he can simply declutter this thread of my posts. But when I think of the last time the Saints had a drafted QB play significant time for example (Danny Wuerffel, 1997), it's clear to me that a GM, even a pretend one, cannot be effectively scored only on the draft.
