Yet we were not happy when we traded Cooks for the last pick in the first round. Now, we're gonna trade Cooks for another system player(we have already seen the history Browner, Gay, Hicks, that saints guy that won the sb with pats).

So in short, Cooks needed to be moved immediately, while Butler could not, and still cannot, be moved until he signs. So that's why your proposal cannot be done.
