The problem isn't being in the program for Foster, it is how the test can affect his draft status. Being in the program really doesn't matter if you don't use and any diluted sample could simply trigger another test the next day which could clear things up.

If Reuben decided to initiate the blood test at an independent lab and released the results to the press he could do that. You have to remember, he hasn't been drafted yet so technically he isn't bound by CBA rules. While it can't "officially" be used to clear the result from his diluted sample I'm pretty sure every team would ignore the urine test result at that point.
At any rate, all I'm saying is if the bread smells funny and you eat the sandwich anyway don't blame the sandwhich that it made you sick when you could smell something was funny before you took that first bite.
