That's one scenario. The other is that he decided that he didn't want to play football and is seeking other opportunities outside of football. The Saints put him on the "left squad" list so that he just can't quit and sign with some other team. So he isn't playing but the Saints retain his rights for a year.

I see it like the NCAA transfer rules. If you change teams, you cannot play immediately.

Next year if he decides to come back, he can sign with anyone. But for this year, it has to be with the Saints or no one.
