There is nothing arbitrary or subjective about the system.
Sign better players than you lose and you will not get picks- it's simply an algorithm and nothing more. Teams that lost more than they signed are prioritized and picks are allotted accordingly until they are exhausted.

same thing, every year...

I'm looking at the Cowboys list from last season, and other than Justin Durant, I just don't get how there's anything but an arbitrary and subjective awarding of draft picks to the Cowboys...

The compensatory picks systems needs to go - in the world of the hard salary cap, television networks revenue sharing - there's no longer a need for compensatory picks other than for the league to strengthen certain teams...
