There's no stashing on the practice squad. Essentially all practice squad players are paid free agents that get a check and an opportunity to practice with a particular team. Any team can sign any player off any practice squad at any time provided the player is signed to the 53 man squad. That's why when they are cut, PS players have to go through waivers before being signed to a practice squad.
I'm sure every team has someone in their pro personnel department who's primary job is to have a list of practice squad players around the league who are ready to play for each position. So I find it completely unsurprising that the Eagles knew which rock to look under when yet another RB went down. SFIAH |

For whatever reason he could not get on the field. We brought in retread after retread in front of him at both back and returner, so maybe the guy just hasn't got it

He had to have burned some bridge. He looked solid in PS then vanished. Wasted a draft pick is what we did. We gave them a free draft pick and got nothing. He's going to do well once he gets his shot. How Marcus Murphy got on the field and Scott got nothing is nonsense.

As I mentioned once before, my niece went to Tech with him and the kid is the type of person that couldn't piss anyone off if he tried. More likely he wasn't as effective in pass blocking and remained a work in progress not worthy of the 53 man roster.

The guy can play in the NFL. Would have loved to see him returning kicks for the Saints. He certainly couldn't do any worse.
