It was guaranteeing a level playing field. Most NFL franchises already shut down their facilities, but others were operating with an unfair advantage having all of their technology at hand. By order a shutdown of all of them it could mean the opposite. It eliminates unfair practice as an obstacle to holding the draft on schedule.
