It appeared he punched the arm that was grasping his jersey front (as it had all game long). It wasn't toward the head.

He was frustrated and probably really wanted to punch the ref for letting him get held all day long. As a referee I always tell the players who fight that the retaliator is always the one getting caught. I tell them to be patient. In a rugby game there are plenty of opportunities to "get even" when no one can see like in the bottom of a scrum. Don't hurt your team. Hurt the evil doers!

Edit: After a dirty play I always told the offender that I was going to get them and I kept saying it until I got even. I was known as an enforcer and intimidator on the field. Off the field I'll drink with you all day long and laugh about the misdeeds.
