He could if ever all of the potential and apparent skill, because of which they picked him out of the draft, should materialize into performances on the field.
His development has been hampered by all of the injuries he has sustained, most of which he was inflicted with in training and practices, so he is definitely not on the level at which he was projected to be at this moment in his career.
I sincerely doubt that he should/could be a day-1 starter at the LT position, and if nothing concrete materializes with his development and on field performances - he'll probably be gone come next off-season and he might even be before that if it weren't for his low cap hit figure.
And I wouldn't say that the Saints' FO waited for too long to get Brees signed, because he was offered an extension after the 2010 season, but the sides couldn't come to an agreement. Then the negotiations carried over to the 2011 season, but they were put on ice in apparent agreement by both sides, so that Brees could fully concentrate on the games at hand. After the season ended, they began the negotiations again, but Brees' side turned down the $18M/yr on average contract apparently wanting a $5M/yr raise to that figure and a front-loaded contract on top of that.
So, I would not say that the Saints dropped the ball on Brees' contract negotiations by waiting too long to get it done, because it wasn't really something that they had full power over in the first place.
