From what I got out of the article, the issue goes as far back as 2007. Someone from the Cowboys put in a bid, but there was confusion as to how much. It was a matter of decimal places. The webmaster thought the bid was 275,000 and the Cowboys thought they bid 275.00. The confusion never really was cleared up and the Cowboys didn't pay.
