As far as Pete Carroll goes, there is no question in my mind what he is doing in Seattle. He is building a "firewall" between himself and all the PED stuff, the cheating, the scandals like these new "bounty-esque" allegations about the Legion of Boom paying out for performance....Listen to what he says in press conferences, Caroll always acts like doesn't know, or pretends he doesn't know, or that he is somehow insulated from it -- meanwhile he probably tells his underlings and staff to do whatever they need to do, to win, but he doesn't know and doesn't ever want to know about it. This is also similar to what he was accused of doing at USC. Building that firewall of plausible denial, between himself and whatever is actually going on.
