The 51 Rule is only until after the last preseason game then they all count against the cap.

51 is solely to allow teams to carry as many players as they want for evaluation purposes until preseason is over. After that even the practice squad goes against the cap.

So we can still sign up to 90, at league min. or so long as the contract not exceed the top 51 contracts in value, evaluate, cut, get contracts in order for Week 1...

Correct, I just wasn't sure that everyone understood that we are only temporarily under the cap and that the Top-51 has an end date. Also as you pointed out, TOP-51 is nameless it is a calculation based solely on 2021 cap hits and the names on it can and will change. After June 1 Drew should come off.
