That said, I agree with Charlie Weis who said he has no doubt that Payton already knows exactly who is going to be the starter and has known since before training camp ever started. The 2021 playbook is going to be designed for the starter. Or should we say has already been designed for the starter. Weis also said it is important when making a a decision on a starting QB to not have it affect the locker room. He said regardless of whether you already know in your mind who is going to be the starter you have to make it seem as much like a competition as is possible.
