So the reason he didn't play was the foot injury and was listed as questionable.
He never stepped foot on the field which took a major weapon off the table. Looked like he was out to me.

I never said he was out there playing. He was officially active. Not out. With Book inactive he was the backup QB.

And Rail never said he was inactive. You are either in the game playing or you are out of the game on the sidelines. Hill was never in the game. The opposite of in is out.

In NFL vernacular the term OUT refers to official player status, not where they happen to be standing in relation to the field. Taysom was the backup QB (no other QB active) and was performing those duties as does every backup QB when active on gameday.

But, I guess you just need something to argue about.
