THIS IS ON (MIS)-MANAGEMENT. THEY KNEW WHEN BREES WAS ON HIS WAY OUT. THEY KNEW SP WOULD FOLLOW. THEY DID NOT PREPARE. TOP-DOWN FAILURE. THAT'S ALL.
